Contact John Colclough who used to work at Spotlight advising actors on, among other things, which agents to approach. He now does it for a modest fee and helped me find my last agent. He has a website, google him.

Consider doing a showcase as it 1) shows your proactive and is an excuse to write to agents about something specific rather than just "please represent me". It worked for me as when I did it I contacted John for a shortlist, as well as doing my bit as part of the actor pool broadcasting the event.

3) Consider applying to a co-op. If you are able to do you 1-2 days a week in the office you can learn a lot and feel very proactive.
